Some regions are, for whatever reason, neglected by government authorities. Sometimes it is not the fault of the government but rather a lack of resources. Regardless, the consequence is that these regions receive fewer resources than needed for proper functioning. Usually infrastructure, education, public health services, emergency services and law enforcement are the first to suffer.
