Can humans solve a problem? To what degree and in how much time? For the purposes of the Census, these are the degrees of solution.
WILL SOLVE: The problem will be entirely resolved and no longer present a risk.
MAY SOLVE: The problem will likely be partially resolved to an acceptable degree that can be considered sustainable and may, possibly, be entirely solved.
WILL NOT SOLVE: Efforts will result in little or no progress towards solving the problem.
NO NEED TO SOLVE: There may be a problem, but it is so insignificant as to not require major effort.
